The City of Rancho Cucamonga strongly believes in collaborative planning, and rather than impose a consultant vision and values on a community or use a one-size-fits-all approach, the City wishes to rely on the true experts: those who live, work and play in the City of Rancho Cucamonga. The City strongly supports reaching members of the community that may not have ever been involved in a General Plan outreach, or any city activity for that matter. Therefore, in addition to community workshops, the City plans on conducting a public opinion survey to bring in opinions from as broad a spectrum of the community as possible, as well as a grass-roots approach we call “Visioneering.” There are several opportunities to participate in the General Plan update process:
General Plan Advisory Committee
A General Plan Advisory Committee (GPAC) has been formed to provide ongoing and specific guidance throughout the General Plan update process. The GPAC is comprised of representatives of existing City commissions and committees, community organizations, citizen groups, seniors, and ad hoc resident membership. Learn more about the GPAC .
Community Workshops
Several community meetings will be scheduled at different points in the General Plan update process. The meetings will provide the forum to gain input on issues and opportunities, alternative futures, and draft documents.

Visioneering
Through Visioneering, Rancho Cucamonga residents, business owners, and community leaders will have the opportunity to participate in the planning program by becoming a volunteer facilitator or “visioneer.” The visioneers are trained by Hogle-Ireland to solicit and document public input for the General Plan update. Visioneers then solicit public input from groups in which they participate and bring that information back to the consultant. This results in a more extensive outreach program that includes a range of community groups, neighborhood groups, business groups, and other stakeholders compared to other public outreach techniques. Groups would include the business community, community service organizations, neighborhood groups, school-based organizations (such as local PTAs), sports and recreation organizations (AYSO and Little League), and faith-based organizations. Spirit of Rancho Cucamonga
As part of the General Plan update, the City has prepared a set of draft guiding principles: the “ Spirit of Rancho Cucamonga ." These principles will be the foundation for the General Plan, establishing the vision and framework for future development and City services. The Spirit of Rancho Cucamonga was written with the help of the General Plan Advisory Committee (GPAC), a committee comprised of residents and business owners. The GPAC used the existing General Plan, the Visioneering results, and stakeholder interviews summary to create the guiding principles.
The Spirit of Rancho Cucamonga is being introduced to the public by a series of public road show events, which will help finalize the Guiding Principles. These road show events will give residents an opportunity to review the Guiding Principles and tell City staff what is missing, what needs to be refined, and what should perhaps not be included. Public Opinion Survey
To ensure that the City of Rancho Cucamonga’s updated General Plan reflects the values, priorities and concerns of all residents in the City—not just those that actively participate in the workshops or advisory committees — the City’s consultant will conduct a scientific survey of Rancho Cucamonga residents as part of the public participation program. The survey will provide objective, statistically reliable measures of residents’ opinions and behaviors on any number of key issues addressed in the Plan – such as land use, transportation, environmental resources, public safety, etc. – and is especially useful for identifying how residents may prioritize or make trade-off’s among options. This survey will not include all households in the City, but those that are randomly selected.
